Unified automated information system on torture and ill-treatment

The system is designed to automate the processes of collecting, processing, storing, consolidating and analyzing reports by employees of National Center of the Kyrgyz Republic for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment

The main goal of the development of this project is to improve the efficiency, efficiency and quality of information collection and presentation, the implementation of an automated system using modern technologies for data collection and processing, and raising public awareness.

The introduction of an information collection and analysis system should ensure the receipt of quality data and reduce the processing time of incoming information, provide reliable centralized storage and online access to information, and provide usefulness.

The implementation of the system should ensure:

  • automation of data collection, data processing and analysis of reporting indicators in SIZOs, IVS, orphanages, nursing homes, etc .;
  • consolidation of data and generation of output aggregated information;
  • consolidate data and provide open aggregate data using the OData protocol;
  • formation of analytical reports and data, including diagrams, graphs;
  • completeness of information.

To ensure electronic collection of primary data, data analysis, it is necessary to implement the following functionality of the system:

  • module for creating and editing forms of reporting forms;
  • module for input and correction of primary information by observers for reporting;
  • module for the generation of output data (publication tables, diagrams, graphs, etc.)
  • module for the formation of open aggregate data by specified criteria (type of institution, individual parts of technical equipment [eg: presence of cameras], etc.).

The system solves the following tasks:

  • the implementation of electronic collection of reports, providing for the input of information on-line, should ensure the formation of a database;
  • configuration of analytical forms should be performed using standard user tools and should not require the participation of the Developer or programmers;
  • access to the central database located on the NCPP server must be provided through a web browser.
